DSP campaigns optimize on signals: who saw the ad, who clicked, who bought, who came back. Below roughly $10,000 a month in the US, those signals arrive too slowly:
The algorithm cannot learn, so it spends without improving.
The trader cannot read patterns, so decisions become guesses.
After 3 months you have spent real money for anecdotes.
I decline DSP budgets under $10,000 a month, and I tell people why to their face: not because the money is too small to bother with, but because the result would be too thin to defend. An agency that takes that budget is selling you a report, not a result.

What do agencies actually charge?
Percent of spend: 8 to 20 percent in the market, typical core 10 to 15, decreasing at higher budgets.
Flat retainer: $2,500 to $8,000 a month for DSP management alone, on top of your media budget.
Whichever model: ask what happens when the budget grows. Percent-of-spend fees scale up with your success, flat models do not. Model both at your year-two budget, not your test budget.
